The answer must be better intelligence-led enforcement, directed at the international players behind the trade in rhino horn.
The answer is certainly not, as some factions in SA insist, a legalised
trade in horn which will only feed the market, confuse consumers as to
legality and further stimulate new demand - while making some
individuals phenomenally wealthy in the process.
